আপনারা নিশ্চয়ই অবগত আছেন যে, আইপিওর ক্ষেত্রে লটারি পদ্ধতি ১ লা এপ্রিল, ২০২১ থেকে আর থাকছেনা। এই সিধান্ত ৩১ দিসেম্বর, ২০২০ তারিখে বিএসইসি এর কমিশন সভায় গৃহীত হয়েছে। এতেকরে প্রত্যেক আবেদনকারী শেয়ার পাবেন। 

​নতুন নিয়ম অনুযায়ি আইপিও আবেদন করার জন্য একজন বিনিয়োগকারিকে তার বিও অ্যাকাউন্ট  এ ন্যূনতম ২০ হাজার টাকা সেকেন্ডারি মার্কেটে বিনিয়োগ থাকতে হবে। আইপিও লটারির পরিবর্তে আনুপাতিক হারে শেয়ার বরাদ্দ দেয়া হবে। সেক্ষেত্রে একজন বিনিয়োগকারিকে ন্যূনতম ১০ হাজার টাকা বা তার গুনিতক ২০ হাজার, ৩০ হাজার, ৪০ হাজার টাকা করে চাঁদা জমা দিতে হবে। 
উদাহরণ হিসেবে বলা যায়, ABC কোম্পানি সাধারন বিনিয়োগকারীদের জন্য ১ কোটি শেয়ার নিয়ে পুজিবাজারে আসবে সেখানে যদি ১০ লক্ষ বিনিয়োগকারি ১০ হাজার টাকা বিনিয়োগ করে আবেদন করে তবে প্রত্যেক বিনিয়োগকারি ১০টি করে শেয়ার পাবে। 

অনেক ক্ষুদ্র বিনিয়োগকারিরা মনে করছেন বড় বিনিয়োগকারিরা একটি বিও অ্যাকাউন্ট থেকে অনেক টাকার আবেদন করবেন যার ফলে তারা অনেক বেশি শেয়ার পাবেন যার ফলে ক্ষুদ্র বিনিয়োগকারিরা প্রকৃতপক্ষে কিছুই পাবেনা। 
কিন্তু বিষয়টি একদমই সেরকম নয়, কোন কোম্পানি আইপিওতে শেয়ার বরাদ্দ দেয়ার জন্য প্রথমে ১০ হাজার টাকার চাঁদাকে বিবেচনা করা হবে। অর্থাৎ ১০ হাজার টাকা করে বিবেচনায় নিয়ে শেয়ার বরাদ্দ করা হবে এর পরে যদি অতিরিক্ত থাকে তাহলে সেটা বেশি টাকা বিনিয়োগকারীদের মধ্যে আনুপাতিক হারে বণ্টন করা হবে। 

 সম্পূর্ণ বিষয়টি উদাহরণের মাধ্যমে বিষয়টি আমরা আরও পরিষ্কার হতে পারি………… 

ধরি, ABC কম্পানি ১ কোটি টাকার শেয়ার ইস্যু করবে এখন আইপিওতে ১ হাজার আবেদন কারি ২ কোটি টাকার আবেদন করল, এখানে শুরুতে বিবেচনায় নেয়া হবে প্রত্যেকের ১০ হাজার করে চাঁদার পরিমাণ । এক্ষেত্রে ওই ১ হাজার জনের ১০ হাজার করে মোট চাঁদার পরিমাণ হয় ১ কোটি টাকা। অর্থাৎ এতে ১০ হাজার টাকার উপরে যারা আবেদন করেছেন তারা ওই অতিরিক্ত টাকার আবেদনের জন্য কোন শেয়ার পাবেনা। 
আবার যদি ১ হাজার আবেদনকারীর কম আবেদন হত তবে অবিক্রিত থাকা শেয়ারগুলি যারা ১০ হাজারের বেশি চাঁদা জমা দিয়েছিলেন তাদেরকে আনুপাতিক হারে বরাদ্দ দেয়া হবে। 

​ইদানিং আইপিও আবেদনের সংখ্যা বিবেচনা করলে দেখা যায় প্রতিটি  আইপিওতে কয়েকগুণ বেশি আবেদন জমা পরে। সে হিসেবে নতুন নিয়মে ১০ হাজার টাকার বেশি আবেদন করে হয়ত কোন লাভ হবেনা।
